Phase 1 — Genesis (live)
Reserve NOVA with USDC, accrue yield to fund engineering, legal, and audit work. Reservations mint NOGE advisory tokens for project voting.
Phase 2 — Treasury migration
Move reserves to a diversified USD backing structure, publish attestations, and open the NOVA mint/redeem portal to NOGE holders first.
